Blizzard posters have stated that they intend the Ruby Sanctum instance to be approximately what Sartharion was to Naxxramas, or Onyxia was to Trial of the Crusader. The instance will offer heroic difficulties, and drop loot that is a sidegrade to Icecrown Citadel loot at its respective difficulties.
Blizzard has been surprisingly forthcoming with information about this instance, despite the fact that it is scheduled for patch 3.3.5, which is two buy wow gold patches away. It is unknown when we can expect this patch, but it will likely be the last raid instance of Blizzard's Wrath of the Lich King expansion, so probably some time this summer.

Each consecutive successful defense after a faction’s first two consecutive defenses will further tip the scale 100 points in favor of the opposing faction.
